A lifecycle script is a command the package manager runs while installing — a preinstall, install, postinstall or prepare entry in the package's manifest.
It runs on your machine with your permissions, before the agent sandbox exists and before you have looked at a single line of the plugin. Everything DSH does to contain a plugin at runtime happens after this point, so nothing in the harness constrains it. That is why this list exists: the count is a real property of the packages, and it is published nowhere else.
